Windshield wipers on my 1986 Corvette Convertible

The windshield wipers, on my 1986 CORVETTE CONVERTIBLE, will not operate unless I go to high speed, push the switch down for the washer to turn on then the wipers work as long as I hold the switch down

This tells me the windshield wiper motor works and the washer pump works and the switch which is located in the driver's side door work.

Could the problem be the WIPER DELAY CIRCUIT BOARD?????
If so, where may I purchase a replacement???
