windows to short?

I recently purchased a 74 with manual windows when i purchased the car t tops were out i tried them in every thing seemed fine.On the drive home it was getting chilly so i stopped and put the tops in and the windows only come up to 2inches from making contact with top seals.they seem to be all the way up in the door? what is going on wrong windows?
