While @ road speed my driver side headlight lifts, and will stay for a couple of seconds and then go back down

While i am driving at highway speed, the driving side headlight will rise into position, and stay for a few seconds, then and lower back into to normal position. I dont know if its 2nd to motors RPMs, or if its possibly air flow that causes it.
