What causes fuse to blow when turn signals are used when the park lights are on?

manually checked all wiring involved in (rear lights, park, running, turn signal),can not solve the problem.
Also noticed that the dash lights dim and brighten on their own while the corvette is being driven. Suggestions?
It has been suggested that the ground may be rusted or damaged.

You most likely have a short from the park lights to a turn signal circuit.
