water pump replacement

I have 3 pullies to attach to my water pump. The smaller one doesn't seem to have a purpose. Any video I watch only has two. Its a 1979 Stingray that I inherited from my uncle. He was a GM engineer and an avid sail boater. He used to tow his sail boat with this car. I wonder if he made a modification I don't understand. Please advise.
