I had the same problem. If the windshield isn't leaking try this. There was a design problem. There are 3 cowl vent drains. One back of battery, one at center of cowl just behind the center of fire wall or engine and one below the air/heat coil box on passenger side. It comes out the bottom. When you find them, cut about 3/16 off each one and run a wire in each one to clean the trash out. Then pour water in the cowl in the middle on and the other 2. When water runs out under car at the 3 drains. You are good to go.

The weatherstrip that goes around the windshield, 1984-1996 Corvette Roof Panel Side Weatherstrip
is old & dry, cracking or dry rotting and is leaking. It may be in need of replacement, however, you may try using a spray bottle of water and test areas to see if you can determine exactly where it's leaking, if that doesn't work use a water hose and trickle water around all the weatherstrip areas, take your time and do only one area at a time to pinpoint the exact leaky areas. May try to use silicon sealant to seal leak. Otherwise you will need to replace the weatherstrip. This is not an uncommon problem for C4's.
