vin plate attachment to body

DMV is disputing the removal on vin plate for restoration it was replaced with pop rivets they say it should be welded but its fiberglass was it on with screws originally?

this is a 1960 model and plate was removed for restoration and replaced with pop rivets .This was flagged by my dmv inspecter whom insisted that the plate should have been welded .When i tried to explain that the body was fiberglass he didn't care and said i must remove body from chassis to locate frame numbers. This is a 150.000 resto mod .i feel stuck has anyone had this problem or is it only in NC ?

It appears that 1955 to Early 1960 used Phillips screws. Late 1960-62 were spot welded to steering column jacket. You did not say what year. If its a 53 or 54 let us know and we can do some more digging!
