Vats? Communication

96 lt4 ce 6spd replaced steering column old one broke in theft attempt prior to car would not start.. key power would stay on after key removed now wont start at all. tech states no communication with ccm and pcm checked fuses and relays tech states are ok any suggestions before I try to track down and buy a ccm thanks richard
