Steering problem

When I turn the steering wheel completely to right or left, the tires shake the steering wheel when I start moving forward or reverse also the tires shake the whole front of the vehicle during this time. When I turn the wheel 1/4 a turn toward 12 O'clock the shaking goes away and the vehicle steers normal. I am running OEM Good Year tires. Could it be low pressure in the power steering pump when turning the wheel all the way right or left?
