rapid clicking sound when starting engine

There's a rapid clicking sound when I try to start the engine. Lights, etc. work but engine won't start. I have to jump to start the engine. Clock returns to 12:00. Volt meter shows 13 14. No corrosion on terminals. Battery is 2 years old.
