Passenger side parking light not working

Ok, so when I start the car and release the e-brake only the driver's side parking light comes on. When I turn the wand one click to the running light position they both come on. Blinkers work on both sides and have checked all related fuses and relays to the best of my knowledge. Also when I lock the car from the fob just the driver's side blinks and when I unlock the car from the fob they both work.
