overheating concerns

My C4 1995 temperature runs between 193-213. Is this 20 degree difference normal? Does it sound like the previous owner did anything like change a thermostat, cooling kit etc.

Your stock settings for your cooling fans to come on is 228 for first fan and 238 for second fan.

Operating temps.

My '92 runs exactly the same. 193 is normal temp fully warmed, vehicle moving. When stopped or slowly moving in 65 degree and up ambient temp with a/c off, engine temp rises to 213. That can run to even 223, that is when my cooling fan starts. I activate the a/c when in stop and go to keep the second radiator fan on, this will drop the temps 10-15 degrees which makes me less concerned. Apparently, high operating temps are normal, but I still keep the coolant temp on the display so I can track it.
