NO POWER TO THE ACCESSORY FUSE AT THE FUSE BLOCK WITH STEERING COLUMN OUT OF CAR

I HAVE NEW WIRING FRONT TO BACK ON A 72 COUPE AND THE STEERING COLUMN IS OUT- BEFORE I PUT DASH BACK TOGETHER I WANT TO CHECK ALL THE DASH LIGHTS - I DON'T GET POWER TO THE ACCESSORY FUSE FOR THE DASH LIGHTS - DO I NEED THE IGNITION SWITCH CONNECTED TO POWER THE LIGHTS?

P.S THE LIGHT SWITCH WORKS -I HAVE HEADLIGHTS, MARKER LIGHTS TAILLIGHTS - BUT NO DASH LIGHTS
