no heat

I have no heat in my 77 Vette. Water level is good, heater coil new, 195 thermostat, new water pump and radiator.I have replaced all vaumme line and the heater/AC controls well. When i move lever to heat/vent/defront air blows out of the correct vents, but no warm air...I have also installed all new seal kit for entire heating vent system and the water shut off vacuum valve along wiht the right hand kick panel actuator. i took out the new AC water shut off valve and spliced the heater coil hose together as well..i am at a lost to what it could be...Help??
