need to replace the ignition cylinder

I have a 1979 corvette with tilt/telescopic steering.
i'm trying to remove the steering wheel lock plate and the center telescopic shaft is moving up to keep the tool from pushing the plate down.
I was told i needed a special "screw" to hold the shaft
but was unable to get clarification on the location and type of screw i need.can you help me out? pictures would be great. thanks in advance.
