my 1997 corvette headlight won't pop up open

My 1997 corvette headlights won't pop up open when I turned on the engine first, but when the engine is turned off the headlights will pop up open with out any problem, so every time I'll use the head lights at night I will open the headlights first before I started the engine.. so what cause the problem? thank you.

The headlight control module is bad. But we recommend inspecting the gear first as that is almost always the case.
