How to adjust the bumper bar front 1973

Having trouble fitting a new nose piece. The bumper bar itself has to move back a little bit. Seems to be adjustable but there are these bolts that have studs on the back of them with no threads at the extension bracket where it meets the actual bumper bar. What are these?
