Hood Release Problem for 75

I have a 75 that has a broken hood release. ive tried almost everything in the book to release the things. People keep telling me to use the rubber grommets that are in the wiper valley, but my vette doesn't have those. Ive gotten under, tried pulling on the latch by hand, but i think it may be rusted. Thinking about trying to find the cross over cable and pull on that, but dont know how to get to it..

where the slot for the wipers are stored there is a rubber gomet on each side of the hood under the hood (hard to get at) push them out and take a screw driver and push on the locking devise to open the hood one on each side. you may have to look at a vette with the hood open to understand how this works
