heating

I recently purchased a 79 vette, and the heat in the cabin is almost unbearable, I have all the levers in the off position and the heat is like its on hi, the fan still runs slow even in the off position? i checked the damper in the duct system and it shuts, the lever that turns the temp up and down appears to operate correctly ???
