Head lights pop up

I have a 2004 C5 and just replaced the gear in the drivers side head light. Worked fine for awhile. Then one night came home shut the lights off and both lights would not go down. Turn key off and went down. Now when I start the car, the head lights pop up and won't go down by turning the switch on and then off. While car is running, I guess about a minute or so, the lights by them self go down. What do you think the problem is?
