Ground wires hot when ignition on

I have a 76 corvette with an electrical issue.
Black ground wires to heater blower, regulator and wiper motor become live when ignition is turned to the on position and blower does not work. Nothing wrong with blower as it works fine when terminals are tested on spare battery

Everything else works well in car-gauges, radio, wipers etc, all good just heater blower doesn't work

Any help appreciated
