Fan shroud does not line with holes

While reassembling my 62 the fan shroud bolt holes do not line up with the core support and are about 3/8 of an inch too high.
I have the rubber and steel shims under the body supports and have the correct shim under the core support.
Car doors open and close correct and have a nice gap.

Not sure what to do at this point.
