Driverside headlight won’t go all the way down.

My driver side headlight goes up and down, but when I put the lights down it sits up about an inch and a half from being flush. It’s not catching on anything. it seems like the plunger is hitting on something inside the actuator. Should I disassembled the actuator to see why ithe plunger won’t seat properly?
