So, yes kind of. In the eyes of GM the 2017+ model years fixed the C7 Z06 Corvette cooling and overheating issues.
But some owners say otherwise. Cooling upgrades are still available for 2017+ corvettes which supports the argument a market still exists.
Radiator upgrades have been proven to improve the cooling capacity under hard driving conditions even for the 2017+ model years.

Radiator upgrades have been proven to improve the cooling capacity under hard driving conditions for all C7 Corvettes. This is evident for cars (even 2017+) driven in southern climates and track day events. This was an engineering standard issue and addressed in the 2019 ZR1.
GM increased the factory size of the radiator cores for 2017+ cars and implemented upgrades to the supercharger lids to release trapped heat.
