corvette headlights

I have an 84 corvette the drivers side headlight has quit going down I have replaced all the relays and it didn't make a difference I believe the motor is ok because I lower the head light by shorting out the down leads where they go to the motor. I can't figure out what else could be causing the problem, unless I didn't install the correct relays I purchased them at O'Reilly and they are just standard relays. Does it take special relays to work the headlights ?
