Cigarette lighter & clock

I have 12 volts to my cigarette light and my clock but neither one works. The clock has been restored and the cigarette lighter is a new replacement. I have taken a meter and it reads 12 volts inside the back of the lighter housing and I have 12 volts to the clock terminal. I figure it is a ground issue but can't seem to find my problem.
