Car would not start after battery positive terminal short circuited against frame

I removed the positive battery terminal and it sparked against the frame .Although the battery is at 13.2 Volts,on the dash it shows 10.2 volts and the car won't start as if the battery is flat ,just a clack , clack sound.all the fuses have been checked and are fine.Can anybody please help?
