C7 AC Issue

While the AC seems to generally work fine, only heated air blows out at the foot level from a vent located on the console. This occurs no matter how I set up the vents. My dealer tells me this is normal on these cars. My face is cool while my feet cook. Is this really normal?

Having now satisfied myself by talking to other C7 Owners that this is in fact "normal", you have to wonder why Chevy would return heat created by the AC system to the very space it is working to cool. Very bad design, it seems to me.
