C5 guage cluster swap

I've had my GM dealership swap my guage cluster out to an international one (300 mph/kpm)seeing how I live in Canada. After swapping the guage cluster they tell me that my air bag warning light won't go off and that they are unable to program the mileage. Is there something they are missing?
