Whether starting the engine warm or cold, it jumps up to 1300-1400 rpm and will take a very long time (several minutes )to come down. For example, stopping at a red light, car in neutral, idle is at 1300 and will take over a minute to come down to 700-800 rpm. The engine never idles below 700. Checked vacuum lines and all look good. Help!
