'99 C5 Automatic shifts from 1st to 3rd during normal driving

My '99 Corvette C5 automatic transmission shifts from 1st to 3rd during normal driving. This shift occurs at 3,000 RPM unless I let up on the gas and then it shifts to 3rd. If I manually downshift, when I put the shift lever in 2nd it is as if I am in neutral. Car has 30,000 miles on the odometer, has been adult owned and was never abused or raced.
