98 C5 passenger headlight won't open

Just had some repairs done to my 98 C5 were they replaced to whole headlight assembly. Now the headlight won't come up all the time, it may work 30 times in a row but then get stuck down. If I manually turn the motor 1 or 2 turn it will work for awhile again, acts like the linkage is going over center and binding. Hope you can help, auto body is lost.
