86 Alarm/ keyless entry

My husband has an 86 C4. The horn hasn't worked since he bought it but he recently had some work done on it and the guy said it was just a fuse and he fixed it. However this is apparently the same fuse that controls the theft deterrent system. This is not an alarm because the car will still start but the only way to turn off the alarm sound is to unplug the horn. It doesn't go off every time you unlock the door just sometimes. Any ideas on how to fix this? Would an aftermarket keyless entry help?
