84 corvette won’t turn over after I installed a new battery.

My neighbor has an 84 corvette that has been setting for 2 years and has not been started in fact battery was dead on it and I had to replace the battery. Car will not turn over by ingnition switch, but I have power down to starter and I jumped across starter contacts and car will turn over that way, but won’t by ignition switch. Is there some kind of passcode that need to be done. I looked at key it doesn’t have vats chip in it.
