77 corvette headlights

pull the headlight switch lights come on but the headlight lids dont come up also you can manualy disconnect the actuator vacuum line and push under the headlight to open you can push the headlight switch off an driver light goes down pass stays up I have vacuum to the pods what do you think actuator seals ??
