71 vette 454 starter only works with full battery

When I charge the battery to full charge or give the battery a boost the starter turns right over. Once it has been driven for a while and you go to start the car, it draws the amp meter down but does nothing. No click, no nothing. Give it a little jump and it works fine. Generator is charging thru amp meter when driving. It just seems to need an extra boost. Thanks For any ideas you can give me. Ignition switch on steering column has been replaced
