2004 C-5 Headlights

Just had motor replaced on the drivers side. All ok after repairs. Now all of the sudden with the headlight switch in the off position,when you crank the engine they both open. When you turn off the engine they close. Could it be a driver setting IE twilight , in dimly lighted garage .
