2000 Corvette

Had the Steering column plate removed by dealer per the recall.

Now I am getting the same steering column lock notice again. Had it towed to dealer Dealer tells me the steering column motor is bad and need to be replaced for $600.00. Is this possible? Does the motor even matter anymore? Could it be a low battery?
