1991 corvette sitting 2 yrs always starts fuel gauge way past full stays there

1991 corvette sitting 2 yrs . old gas half tank added 5 gal high octane chevron gas . Always starts. what causes fuel gauge to stay way past full would it be a fuse or wire if so where located?
