1978 silver anniversary. 350 L82 Vin #4

We have been working on a Vette we purchased earlier this year. We replaced the vacuum module to the tranny, and this car will not shift from 3rd to fourth. The connsole show 1,2,3,N,P.. but at 70 mph I'm at 7000 RPM almost red lining the car, can even try 120 like it shows.. lol.. do I have a fourth gear, or does the tourch conventor supposed to kick the rpm down??? What wrong with this car..
