1969 vette low beams not working on one side

The low beam headlights do not come on when the light switch is pulled on and when clicking the high beam switch, 3 of the 4 headlights come on (outside driver side light does not come on at all). Have power to that headlight. Car is 1969 corvette. Bulb or high beam switch issue?
